Phocus, adjustment layers, highlights and shadow tool in histogram

Selecting highlights in an image with the existing tools is tricky in high contrast areas.
A tool to select highlights or shadows by dragging a slider on the histogram would allow managing those regions to be done more accurately. The shape of the layer could have feathering could be done on both size and brightness to give much better results than painting an area.
