Rear Curtain Sync - Issue?

Rear curtain sync works fine for me, as long as I'm shooting exposures 2 secs or less. If I try using it at a 3 sec exposure, it works properly the first shot, then it triggers as if its set to first curtain. The only reliable way to use it is to turn the camera off/on between each shot.

Has anyone else had or heard of this issue?
