If you are using the cable that came with the MacBook Pro, you will only get power. These cables don't carry data as they are intended to be used for charging only.

There are a lot of USB-C to USB-C "charging only" cables on the market as they have become popular on phones and computers for power delivery. There is not visible difference. The data and power cables also vary in the amount of power they carry and how much data speed they can push through.

I believe the HB implementation of USB-C is buggy, as I managed to get a USB2 connection with the  cable that came with the MacBook Pro. But the connection only works sometimes...

USB-C to USB-C connection is a nightmare, because the same cable can be used for data and for charge. (As I understand).
Now I'm using:
1-https://www.amazon.it/dp/B07D7S9211/ref=cm_sw_r_oth_apip_Ae6KUutRmrALO
2-https://www.amazon.it/dp/B07J5CDJ9Z/ref=cm_sw_r_oth_apip_iycS8xwNHNm7u
keeping USB3 Connection

This one:

Whit USB2 Connection

I'm sure it depends from the cable.
Maybe with tether tool cable it works fine? (Usbc to usbc)

Actually my best connection in USB3 with 5+3m is with a Tether Tool Cable.
You need this active cable for keep USB3 speed connection...
