I noticed my old battery showed 0%  capacity after charging form24 hours. The lights on the charger appeared to be working properly. I then bought a brand new lithium battery and charged it for 24 hours and it showed only 15% charge after 24 hours. I'm beginning to wonder if the charger could be defective as I am working with a brand new battery.

Have you tried resetting the battery?
